Catholic Charities is the administrative arm of the Bishop for carrying out the social concerns activities of the Diocese of Youngstown. Catholic Charities shares the mission held by Catholic Charities USA: "to provide services to people in need, to advocate for justice in social structures, and to call the entire Church and other people of good will to do the same." Catholic Charities is devoted to helping meet basic human needs, strengthening families, building communities, and empowering low-income people. The Catholic Charities Advisory Board, responsible for leadership and financial accountability, has set the following priorities for the use of Catholic Charities funds: 1. Emergency services to individuals and families; 2. Family services and counseling; 3. Child welfare services; 4. Connections with parish-based ministries; 5. Housing and neighborhood development.

Catholic Charities allocates funds collected through the Bishop's Appeal for Church and Charity to the Central Office Departments of Social Services, Social Action and Development and Stewardship. Funds are also allocated to the Catholic Charities Regional Social Service Agencies and Catholic Charities Housing Opportunities. Special grants are made to local organizations serving the needs of others and furthering the Church's interest in social concerns.

Departments and Agencies of Catholic Charities

This office provides general oversight for the Department of Catholic Charities and staffs the Catholic Charities Advisory Board on a regular basis. The Executive Director convenes and works with the Catholic health and human welfare institutions of the Diocese. Other administrative functions include Board Development; Audit, Finance and Investment Committee; Special and Emergency Grants; Diocesan Commission on Health and Human Services; Diocesan representative to Catholic Nursing Homes; Catholic Hospitals; Adult Day Care Facilities and other Catholic and community-based organizations; and is the Liaison with St. Vincent de Paul Society.

This department provides direction for the provision of social services throughout the diocese in conjunction with the goals and priorities set by the Catholic Charities Advisory Board. It is responsible for planning and monitoring programs to serve the needs of people facing difficult times. The office works with the regional social service agencies, parishes, and Catholic health care providers to offer a wide array of programs including: emergency financial assistance; adoption and foster care services; child care services; mental health counseling; financial counseling; housing counseling; services for victims of domestic violence, guardianship/payeeship and case management services. The Department offers aging ministry and bereavement programming and advocates for poor families, especially the needs of women and children in our diocese. The Director staffs the Budget Committee, Program and Planning Committee and oversees staff involvement in the Marketing and Public Relations Committee. The Director also serves as the President/CEO of the Diocese of Youngstown Catholic Charities Corporation.

This Department provides legislative and public policy analysis and advocacy in light of Catholic Social Teaching; offers services in the areas of racial justice, social and health ethics, housing services, migration and refugees, natural disasters, community development and hunger relief. The Department coordinates the criminal justice ministries throughout the Diocese. Training, consultation and resources are provided to parishes and other social ministries through the Parish Social Ministry Program.

Diocese of Youngstown Catholic Charities Corporation

As the primary corporation of the Diocese of Youngstown responsible for the sponsorship, coordination, integration, and leadership in the provision of social services, which are identified and harmonious with the purpose of the Church and consistent with the principles of subsidiarity, The Diocese of Youngstown Catholic Charities Corporation has as its mission the obligation to assist the Catholic community of the Diocese of Youngstown, under the guidance of its Diocesan Bishop, to realize and extend the Kingdom of God through service to society. The Diocese of Youngstown serves as the Member of the following affiliated organizations: Catholic Charities Housing Opportunities, Catholic Charities of Stark County, Catholic Charities of Portage County, Catholic Charities Regional Agency, and Catholic Charities of Ashtabula County.
